Norwegian Church Aid (NCA) is an international organization working for global justice, currently operating in 24 countries. In Ethiopia, NCA is legally registered with Civil Society Organizations Agency as a Foreign Charity. NCA has maintained a presence in Ethiopia since 1974, undertaking both emergency and development activities in five thematic programs; namely, Water, Sanitation and Hygiene (WASH), Reproductive Health, Climate Resilience, Humanitarian Response and Peace Building. Currently NCA is working in Oromia, Amhara, Tigray, Somali, the Southern Nations, Nationalities and Peoples’ Region(SNNPR) and Gambela National Regional States and the Addis Ababa City Administration. 

The Gender based violence SRH Programme of NCA, has been addressing harmful practices such as female genital mutilation (FGM) and child marriage. Moreover, it has also program on Sexual and Gender based violence and Youth Sexual and Reproductive Health (YSRH) being implemented in partnership with  different local faith based organizations and other partners.

Currently with the support of Norad Regional Fund,  NCA and Save the children have been implementing the fourth phase of NCA and SCN Joint Programme to end FGM/C and CEFM entitled ‘’Accelerating and cementing change towards the total abandonment of all forms of FGM and Child marriage’’ in six regions of the country. The joint programme aims to contribute to ending all forms of FGM/C and CEFM in the intervention areas.

NCA is now seeking to recruit the service of a local multi-disciplinary team of consultancy firm with expertise and extensive experience in Baseline Studies to  carry out Comprehensive Baseline Study of its Norad supported joint NCA and SC, FGM and CEFM project in six regions.  The baseline study is intended to serve as a benchmark for measuring changes brought about by the Program in the future.



  1. 1. Bidders must have renewed trade licence/ certificates for 2012 E.C. (2019/20 G.C.), VAT, TIN, Registration Certificate and other supporting letter/s concerning whether they have paid the taxes for government. Previous experience supported with certificates from client/s is/are mandatory.
  3. 2. Bidders should submit their offers in wax-sealed envelopes to NCA’s Procurement Office @ the Reception on or before 23 October 2020 until 4:30 PM ET and must be accompanied by a bid bond amounting to two (2%) of the offer in the form of CPO or bank guarantee.
  5. 3. Interested and eligible consultancy firms may collect Terms of reference (TOR), including Scope of Work prepared for this purpose for free from 9:00 AM to 12:00 noon or from 2:00 PM to 4:00 PM starting 15th of October 2020 from NCA office, whose address is:
