Danish Refugee Council (DRC. INVITATION FOR TENDER for Consultancy for Development of Operational System

Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organization founded in 1956 that works in more than 30 countries throughout the world. DRC Ethiopia is implementing a £21 million program to protect would-be migrants and refugees from unsafe irregular migration through and from Ethiopia. DRC Ethiopia seeks to hire a qualified consultant to develop a strong operational platform for the program, ensuring that detailed planning processes are established and embedded, and the appropriate operational systems are put in place to ensure timely delivery of the program. The consultant will develop systems, procedures and tools for the program operations, ensuring the program strategy is translated into a clear operational plan across procurement, financial, administrative and subcontract units. The consultant is expected to review and analyse existing operational policies and procedures against donor requirements and business landscape to develop actions to improve value for money. The consultant will work closely with the program team, Ethiopia Country Office and DRC HQ.

Working Hours

•              Monday to Thursday from 8:00am to 5:00pm

•              Friday from 8:00am to 2:00pm

Interested and eligible consultants are therefore requested to submit their Bid documents only [email protected], on or before 10:00AM on the 13th November 2019, and Technical Proposal will be opened at DRC Country office on the same date 13th November 2019 at 11:00AM.

The bids should be submitted in separate sealed envelopes (containing the technical and the financial offers), both bearing the relevant reference number mentioned above.

»              Bidder Company must provide valid business licenses, copy of TIN and VAT registration certificate.

»              Bids submitted after the deadline or in violation of the formal requirements will not be considered.

»              Further Instructions on submission are provided on tender dossier.


The assignment requires a high level of technical competence, knowledge and experience in programme and operations management risk, including the management of DFID contracts.  The following minimum qualifications apply:

             Minimum 6 years’ experience working for INGOs/implementers with at least 4 years working on UK-funded projects;

             Minimum 6 years proven experience working in programme management, operations management and/or planning-related positions with at least 3 years at a management level;

             Exceptional understanding of donor policies and procedures with sound working knowledge of DFID policies and procedures;

             Must have experience in high paced programming contexts (e.g. emergency, conflict), exposure to migration and/or protection sectors an advantage;

             Excellent judgement with proven ability to deal with complex interrelated issues and strong analytical and problem-solving skills to develop solutions that address root causes;

             Strong interpersonal and communication skills and the ability to work under pressure; and

             Excellent skills in the use of computers (MS Word, Excel, Power Point).
