The objective of the assignment is to hire an international competitive and experienced company for system development and management contract. The system development deals with to produce a complete Web based GIS supported urban land administration system development (for urban land lease management and land and land related property registry system).  The management contract is to provide services for full establishment and management of Federal, Regional and twenty three City levels Real Property Registration offices and implement urban land property registry proclamation (proclamation number 818/2006), at Federal, Regional and Urban Centre levels with registry of landholding in twenty-three cities.

The scopeas pilot project,the management contract will cover 23 cities; and for registration system 6 cities (Mekelle, Bahir Dar, Adama, Hawassa, Harar and Dire Dawa) with 5 regional offices and the Federal agency. The task will be continued with scaling up strategies. Whereas, the lease information system development and testing will be applied at national level by taking 6 citiesas a sample (Addis Ababa, Mekelle, Bahir Dar, Adama, Hawassa, and Dire Dawa) in the official language of the regions.

The scope of the assignment will cover;

  • Institutional set up/Establishment
  • Capacity building for registry and right creator and for the public at large
  • RAD and SAD document preparation
  • System Development and Deployment
  • Adjudication and Registration Operation Process Management
  • Upgrading and Scaling up /transferring knowledge
  • Establish Modern Management System and Provide Operational Support
  • Quality Assurance, Quality control, testing, acceptance and commissioning
  • Preparing Management handover strategy Document

The overall project may take at least four years

Required Qualification: the assignment requires at least 39 professionals that haveMA/MSc and above level of education in Project Management, Land Management, Urban Management, Organizational Management,  Computer Science, Software Engineering, Cadastral Surveying, GIS and Remote Sensing, Education & Pedagogy, Land Administration Registration Adjudication & Land Law, Public Relation &Communication with professional certification  from recognized institute.

Work Experience:the task demands a firm that has atleast 15 years experiences on management contract: land related system development, urban real property registration system operation, have a functioning internal training program; conducted training for other organizations/persons; and been active in the provision of consultation services and system development on urban land information system development and implementation. Moreover,15 years of experience for the project manager and more than five years of experience for the expertsare required.

 

The consultant will be selected in accordance with procedure set out in the Federal Democratic Republic of Ethiopia Public Procurement Agency Guidelines Selection and Employment of Consultants by Public Procurement agency, June, 2010.

The short listing criteria: -Core business of the firm and years of experience, relevant firms experience in the field of the assignment includinglist of projects and their coststeam composition and their experience,geographical coverage and technical and managerial organization of the firm & firm’s current financial status.
