Norwegian Church Aid (NCA) is an international organization working for global justice, currently operating in more than 20 countries. In Ethiopia, NCA is legally registered with the Charities and Societies Agency (CSA) of Ethiopia as a Foreign Charity. NCA has maintained a presence in in Ethiopia since 1974, undertaking both emergency and development activities in three thematic programs; namely, Water, Sanitation and Hygiene (WASH), Reproductive Health and Climate Resilience as well as Humanitarian Response. Currently NCA is working in Oromia, Amhara, Tigray, Somali, the Southern Nations Nationalities and Peoples Region(SNNPR) and Gambela National Regional States and the Addis Ababa City Administration.
The consortium of Norwegian NGOs formed by the Norwegian Refugee Council (NRC), Development Fund of Norway (DF) and Norwegian Church Aid (NCA) were awarded the Norwegian Ministry of Foreign Affairs (NMFA) Humanitarian Funds. The consortium of Norwegian NGOs and their local implementing partners; (i.e., Horn of Africa Voluntary Youth Committee (HAVOYOCO) and SOS Sahel Ethiopia), have been implementing the “Joint Norwegian Emergency and Recovery Response for Saving Ethiopian Lives and Livelihood (JNERR-phase III)” From October 10 till August 31, 2019. NCA has been a lead agency of the consortium during project design and implementation of this program.
NCA on behalf of the consortium members is seeking to engage local consulting firm (Contractor) with special expertise on WASH, livelihood and Protection in Emergency response, to carry out an external evaluation of the “Joint Norwegian Emergency and Recovery Response for Saving Ethiopian Lives and Livelihood (JNERR-phase III).” to provide an independent assessment of progress, performance and outcome of the Program, including changes on the saving lives and protecting livelihoods of the target population of program and added value of the consortium approach.
1. Bidders must have renewed trade licence/ certificates for 2011 E.C. (2018/19 G.C.), VAT, TIN Registration Certificate and other supporting letter/s concerning whether they have paid the taxes for government. Besides, a previous experience supported with certificates from client/s is/are mandatory.
2. Bidders should submit their offers in wax-sealed envelopes to NCA’s Procurement Officer/Office Receptionist on or before August 16,2019 until 4:00 PM ET and must be accompanied by a bid bond amounting to two (2%) of the offer in the form of CPO or bank guarantee
