Invitation to Tender for The Biomedical Science Postgraduate Partnership Program (BSPP) Mid-Term Review

The Armauer Hansen Research Institute (AHRI) was founded in 1970 through the initiative of the Swedish and Norwegian Save the Children organizations seconded by the Ministry of Health.   By 2016, the Institute was reestablished with the proclamation number of 376/2016, as the biomedical and clinical research arm of the Federal Democratic Republic of Ethiopia Ministry of Health.

The Biomedical Science Postgraduate Partnership Program (BSPP) program is a collaboration among AHRI, AAU, and Sida whereby PhD students registered at AAU are supported in their research work at AHRI through the program’s fund.

The program is now mid-way in terms of the program timeline and thus AHRI needs external reviewers to review the program and its implementation for efficiency and to assess adherence to the proposed agreement. The mid-term review is expected to identify some weaknesses and to suggest actions to address these.

The major objective of this review is to assess the program effectiveness, economy, and efficiency, internal control, compliance, and to perform prospective analyses. The institute expects the reviewers to report on how effective the program is in achieving its goals and objectives and how economically and efficiently the institute is using the allocated resources to achieve its goal and objectives, and to assess compliance with the contract and grant agreements.

1.The Assignment

The BSPP Program Mid-term Review will primarily focus on an analysis of the program’s operational management in order to determine whether the program is achieving its intended goals. It shall assess the program’s structure, the relevance and dimensions of this structure in relation to functions and duties of the different partners (AHRI, AAU, Swedish Universities, and ISP). The internal communication mechanisms within the program shall also be assessed.

In conclusion, the review shall assess whether the program is progressing according to the outlined objectives in order to achieve its goals.

For this assignment Armauer Hansen Research Institute /AHRI/ would like to invite interested and qualified consultant through NCB.

Interested eligible candidates may obtain Bid documents from AHRI Finance and Procurement Directorate Office, after paying non-refundable 200 birr to AHRI’s cashiers Office.

To ensure the selection of appropriate consultant, participant of the tenders besides eligibility documents (Business license, VAT registration certificate, Public Procurement Agency (PPA) Registration Certificate, Tax Payer Registration certificate and Tax Clearance Certificate from concerned office.) bidders must have the following expertise:

a.             Evidence of having participated on similar Term Review.

b.            All bidders must posses the required qualification to conduct Term Review

c.             Senior expert (team leader): PhD in Management/Project Management and more than 8 years’ work experience in research.

d.            Senior consultant on training: PhD/MSc with more than 8 years consultancy experience particularly related to the training of MSc and PhD students.  

Completed tender documents must be accompanied by a bid security in the form of CPO or Bid Bond from Banks Birr 10,000(Ten Thousand) and should be addressed to Armauer Hansen Research Institute /AHRI/. These are to be enclosed in plain sealed envelopes marked with the tender reference number and be deposited in the Box made ready for the completed tender documents by the Finance and Procurement Directorate within fifty working days starting from the announcement of this tender on a news paper.

The Bidder Must Submit a bid which has a technical proposal (Original and Copy) and financial proposal (Original and Copy) in one envelope. Tenders will be opened in the presence of bidders or their legal representatives who choose to attend on the 16th working day immediately after the announcement of the bid on newspaper. The tender box shall be closed at 2:00pm and opened at 2:30 pm, and opened at Finance and Procurement Directorate office, ALERT Hospital Compound, Ministry of Health, Jimma Road.

AHRI reserves its right to reject all or part/s of tender.
