Background:

EngenderHealth is implementing DFID funded Family Planning by Choice (FPbC) programme in collaboration with the Federal Ministry of Health (FMOH) and project partners with the aim of  accelerate Ethiopia’s achievement of its FP2020 commitments. The FPbC project aims to create systems that ensure service providers are sufficiently trained, mentored, and regularly supported and assessed to have the necessary skills to address unmet need and reach vulnerable and underserved populations.  This project intends to establish Centre of Excellence (CoE) for Sexual Reproductive Health (SRH) with particular focus on family planning and safe abortion care (FP/SAC) at 11 teaching hospitals in Ethiopia. The CoE are planned to serve as models for service delivery, in-service training, mentorship and research. The CoEs will in turn train, mentor and provide supportive supervision for 110 general/primary hospitals to become “Quality Assurance Hubs” (QAHs) (each CoE clustered with 10 QAHs), which in turn will mentor health center in their catchment area on FP/SAC.

Following the initial step of identifying the appropriate teaching hospitals for the CoEs (with the FMoH), EngenderHealth have conducted assessments of gaps in quality and resource, both of facilities and staff. Most institutions lack the necessary infrastructure and human resource to meet service standards.

Engenderhealth seeks consulting firm to build on the COE assessment findings in relation to infrastructure need and further identify the detail of renovation need that will contribute to provision of quality services in six of the teaching hospitals (center of excellences) including Gondar University Hospital, Dessie referral Hospital, Hawassa University Teaching Hospital, Wolaita Sodo and Haromaya/Hiwot Fana University teaching hospital.

IV. CRITERIA AND REQUIREMENTS

The potential consulting  firm should:

•          Assign at least 2 Engineers (Minimum with first degree in Civil Engineering or related fields) with the following capabilities and experience.

•          Commendable experience in managing and coordinating construction with hands on experience in public health facility renovation.

•          Knowledgeable with government construction standards and procedures particularly as it applies to health facilities (FMOH standards),

•          Strong supervisory, management and liaising /Communication skills.

•          Submit renewed business license for the 2011 FY.

•          VAT & TIN Registration Certificate.

•          Company profile name & address of the company.
