Invitation to Open National Tender/ Consultancy service

Oxfam GB is a UK based International Humanitarian and Development Organization working in Ethiopia since the 1960s.  Oxfam GB is looking for capable and reliable external consultants for the consultancy service of evaluation of ECHO HIP 2018 Consortium Emergency Lifesaving project; ESFVL, WASH, Nutrition and Health Assistance to Drought and Conflict Affected Communities in Somali, Oromia and Harari Regions, Dire Dawa City Administration, Ethiopia. Thus, Oxfam GB is issuing this Invitation to Tender to invite all legitimate consultants with relevant experience to take part in this tender for procurement of terminal evaluation. 


Oxfam GB in collaboration with consortium partners, Oxfam/OWDA, Action Against Hunger(ACF) and Islamic Relief, have implemented the Emergency Lifesaving EFSVL, WASH, Nutrition and Health Assistance project to Drought and Conflict Affected Communities in Somali, Harari and Oromia Regions. The project has targeted drought-affected IDPs and host communities with integrated EFSVL, WASH, Nutrition/Health interventions for immediate life-saving responses in Korahe, Shebelle, Afder, and Doollo zones of Somali Region, and conflict affected IDPs in Harari Region as well as Dire Dawa Federal Administrative area. The project has supported target beneficiaries to get access to cash through unconditional cash transfers, emergency water trucking and nutrition programming, health and hygiene promotion to improve community awareness on drought-adapted disease prevention practices, and household and community latrine construction for saving lives, reducing mortality and morbidity due to acute malnutrition and water-borne diseases. The actions were also aimed at ensuring; sustainable rehabilitation of water systems, improving nutrition systems, food security and livelihoods by supporting pastoral livestock (crucial for pastoral livelihoods), animal treatment and mass vaccination, building the capacity of local governments, social/health workers and water cooperatives. Additionally, the action has provided emergency WASH interventions to conflict affected IDPs along Somali-Oromia Border areas, who were unsupported by other mainstream humanitarian interventions.

The project has identified five results in different target areas and these are:

           Targeted most vulnerable drought IDPs and host communities have increased food security through improved access to food, income and livelihood opportunities.

           Enhanced access to quality emergency health response, treatment and prevention of acute malnutrition for children (6-59 months), pregnant and lactating women.

           Increased access to safe drinking water and improved sanitation and hygiene facilities and knowledge for targeted drought IDPs and host communities.

           Increased access to safe drinking water and improved sanitation and hygiene facilities and knowledge for targeted conflict affected IDPs and host communities.

           Targeted most vulnerable conflict-affected IDPs have increased food security through improved access to food and income.

Interested suppliers are invited to collect the tender documents from Oxfam GB, Ethiopia Programme Addis Office, which is located in the address below. Consultants are required to carefully read through the tender documents, make a note of the planned time table below, and return their responses by the close of business Monday, not later than 4.00 p.m.  18 March 2019. Late bid offers will not be considered. We request consultants to sign the confirmation in RFQ Copy upon collection of the TOR documents.

This invitation to tender has been issued for the sole purpose of obtaining offers for the consultancy service against the specification contained within the tender document. Oxfam GB reserves the right not to enter into or award a contract as a result of this invitation to tender. Oxfam GB also reserves the right to terminate any contract issued as a result of this ITT as set out in the contract terms and conditions. Successful tenders will be expected to enter into a formal contract with Oxfam GB, which will be supported by a Service Level Agreement.

•           Oxfam GB reserves the right to alter the dates of the timetable.

•           Oxfam GB does not bind itself to accept the lowest or any tender.

•           Oxfam GB is in no way responsible for the cost of preparation of the tender response.

Please note that external packaging or envelopes must be WAX SEALED; and MUST NOT bear the name, or any markings, which may identify the bidding company or organisation.

The onus is on the supplier to ensure that their offer is complete and meets Oxfam GB’s requirements. Failure to comply may lead to the offer being rejected without any reason being given. Please therefore ensure that you read the tender document carefully and answer fully all questions asked.

Once this Invitation to Tender is announced on the local /National media, Oxfam GB will not be obliged to make any further announcements or communications using the same channel.  Oxfam GB will only contact those bidders who have officially collected the tender documents from Oxfam GB’s Office.  Hence, the onus is on the bidder to ensure that they have provided a legitimate and valid contact person and address of their organisation at the time of collecting the tender documents.
