Invitation to Bid for Consultancy Service of Project Final Evaluation on Building Resilience Capacity of Vulnerable Youth
ChildFund Ethiopia is an international child focused NGO working to improve the wellbeing of deprived, excluded and vulnerable children and families. We achieve positive change in communities in partnership with local organizations through our three core programs that improve education, health,and livelihoods and achieve the outcomes of healthy and secure infants, educated and confident children and skilled and involved youth.
ChildFund Ethiopia would like to invite eligible and competent consulting firm for a two years project by financed by AusAidentitled “Building the Resilience Capacity of DEV Youth (BRC)’’ in partnership with Balaya Children’s and Family Charitable Organization in six kebeles of DillaZuriaWoreda&WonagoWoreda of SNNPR, which is 364 Km away from Addis Ababa and its office based in Dilla town. The project intends to improve the livelihood capacity of vulnerable young people (15-24 years) and improve healthy reproductive choices and decision-making of vulnerable young people.

- Master’s degree level in Economics, Development studies, Sociology, Social Work, Entrepreneurship, Agricultural Economics, Public Health, Social Psychology or related fields, Demonstrable track record in conducting similar studies, Significant experience of undertaking desk reviews, as well as rapid assessments &/or evaluations, Significant experience in collecting and analyzing quantitative and qualitative data from small-scale sample surveys. The consultancy firm team should incorporate other professionals that hold a minimum of MA/MSc in projects, and has an extensive experience, using qualitative and quantitative evaluation methods, analytical skill and interpretation of results.
- Able to provide evidence of producing high quality assessment/evaluation reports in English, and working within tight timeframes, the consultancy firm should have proven professional experience in baseline survey of similar function (Youth Development program, Youth economic empowerment, Youth Reproductive Health, Economic strengthening, etc) in recognized firms. In particular, the firm should have an extensive experience in analyzing and interpreting the results of qualitative and quantitative data as well as complimenting other data sources like case studies and success stories.
- The CVs of the consultants should be submitted with technical proposal having their original signature. The firm also required to summarize (in the table) the qualification and technical engagement of each team member in the assignment. The personnel who will be deployed for the evaluation should have clean background regarding child maltreatment, The consultancy firm policies and the professionals who will participate in the evaluation require reflecting their responsibility towards ensuring child protection policy.
- The company should provide TIN, VAT/TOT, and business registrations certificates that have all been renewed and valid license for the current fiscal year and other authorized documents in the technical proposal.
Each interested firm should submit its sealed Technical and Financial proposals in two separate envelopes duly marking the envelopes as “Technical” and “Financial” proposals. The document must be delivered to the address above in the bid box prepared for this purpose not later than 5:00 PM before the close of business on June 18, 2018. The bid will be opened by procurement committee.
Qualified consultants will be considered based on their responsiveness to the requirements listed above, technical, and financial evaluation results. Finally, the winner will be notified through the firm address.
