Assignment Name: Supervision Services for the DRIVE Project “Establishment of Sustainable and Equitable Cardiac Care in Ethiopia”.

by the Netherlands Enterprise Agency have signed a MOU for the establishment of sustainable and equitable cardiac Care in Ethiopia. The Cardiac Centre shall be constructed in Addis Ababa, Ethiopia in the premises of Tikur Anbesa Specialized hospital (TASH). The client would like to hire a consultant firm with a proven capability in architecture, civil engineering and all other related disciplines  which will be in charge of the consultancy service of the project. Individual firm's should clearly state the interest in undertaking the assignment, its primary focus of business, its key qualifications for the assignment, the firm should highlighting relevant project experience, one or two especially qualified staff in narrative form, understanding of the assignment's purpose, objectives, and development context, identifying associated JV partner(s) or experts and explicitly stating the firm's interest in being on the short list with signature and title of a senior officer of the firm.

The consulting services (“the Services”) concern the Design, Development, the Construction Documents, the Construction Management and the Post-Construction Monitoring of both the New Cardiac Centre building and the Renovated Floor. The Supervision will formally start on the commencement date of 17 October 2018, confirmed by both Employer and Contractor, and will finish at the End of Term of the contract between Employer and Contractor. The End of Term date of the contract is expected to be around the period January to March 2026. The schedule per phase of the Project is approximately the following:

1.     Design phase: November 2018 – March 2019;

2.     Implementation Phase Renovation: November 2018 – April 2019;

3.     Implementation Phase New Building: November 2018 – January 2021;

4.     Operation & Maintenance phase Renovation: May 2019 – May 2024;

5.     Operation & Maintenance phase New Building: January 2021 – January 2026.

The period of assignment is expected to start upon commencement date of the underlying main contract between Employer and Contractor. More details are available in the Terms of Reference, which can be obtained upon request at the address below.

The Federal Ministry of Health (FMoH) of Ethiopia now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The statement of qualifications should highlight the firm's sector-specific expertise, country/regional experience, and collaboration with a JV partner(s).

The shortlisting criteria are:

     The Consultant has successfully completed at least 2 (two) similar contracts with a budget of at least EUR 1,000,000 in the past 10 (ten) years;

     The Consultant shall have successfully completed at least 1 (one) similar contract in the East-African region in the past 5 (five) years;

     The Consultant shall have successfully completed at least 2 (two) similar contracts for supervision of construction and equipping of a public building in the past 5 (five) years;

     The Consultant shall have successfully completed at least 1 (one) similar contract for the supervision of a heath institute of comparable or better technological level in the past 5 (five) years;

     Experience with European donor –funded contracts and knowledge of administrative procedures. At least two (2) international donor-funded contracts of similar nature, completed in the last five (5) years;

     Access to an in-country (Ethiopia) firm / agent specialized in service, training and maintenance to effectively support the project during Operation and Maintenance Phase;

     The Consultant should be able to meet the minimum requirements set by the Ethiopian Authorities and the Netherlands Enterprise Agency, DRIVE Policy Rules

Additional criteria for national consultants:

The Consultant shall be Category 1, with license eligible for the year 2010 EC, VAT, TIN, PPA Registration, and consultants with more than one on-going contract with the Ministry are not allowed to participate in EOI (Consultants with a contract with FMoH shall bring a letter from FMoH for their good performance).

Expression of Interest (EoI) shall be submitted in English. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. 

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
