Invitation for Consultancy Service

Norwegian Church Aid (NCA) is an international organization working for global justice, currently operating in more than 20 countries. In Ethiopia, NCA is legally registered with the Charities and Societies Agency (CSA) of Ethiopia as a Foreign Charity. NCA has maintained a presence in in Ethiopia since 1974, undertaking both emergency and development activities in three thematic programs; namely, Water, Sanitation and Hygiene (WASH), Reproductive Health and Climate Resilience as well as Humanitarian Response. Currently NCA is working in Oromia, Amhara, Tigray, Somali, the Southern Nations Nationalities and Peoples Region(SNNPR) and Gambella National Regional States and the Addis Ababa City Administration.

In partnership with local NGOs, NCA has been implementing the climate resilience program (CRP) in various parts of the country. The broad aim of the CRP is to ensure vulnerable communities have the capacity to resist, absorb, and recover from the impacts of climate change.

The CRP started operation in 2016 in five woredas of Amhara, Oromia and Tigray regions. As the year 2019 will be the final year for the CRP, NCA intends to hire a consultant for Real Time Evaluation (RTE) of the program. Following the NCA – Ethiopia’s Climate Resilience program priorities, the performance of the implementing partners, (namely EOC-DICAC, ECC-SDCOH, EECMY-DASSC and REST)   should be reviewed according to the effectiveness and efficiency of scale up, the quality of implementation against established standards, principles and best practices; the accountability of implementing partners to the program beneficiaries; and the extent to which lessons had been learned from previous programs.

Based on the structure of the approved results framework, the consult is also expected to describe progress towards achieving the objectives of the Project and analyze the changes in indicator values for the reporting period and to assess the likelihood of achieving the planned impacts.

Objective of the Evaluation

The overall objective of the evaluation is to determine the relevance, efficiency, effectiveness, and effect/result

of the NCA’s Climate Resilience program which is being implemented by four local partners since 2016.

Job Requirements

The consulting firm must possess the following qualifications:

Ø   It  has  to  be a well experienced  national  firm  capable  of carrying out climate  resilience  program evaluations. Firm with mix of Climate resilience, food security, Livelihoods and WASH expertise and experience in evaluation.

Ø   The firm has to be licensed and be able to produce required legal documents (renewed license, TIN, etc.)

Ø Have provided similar consultancy services a consultancy experiences of at least 5 years.

Ø   Have provided a consultancy services in climate resilience, food security, livelihoods, WASH and

time Frame: The work will take about 30 calendar days starting from the day of commencement.

Application Procedure: Interested consultancy firms must collect ToR from NCA and submit proposals to the NCA office. A detailed technical and financial proposal meeting the above requirements must be presented to NCA in separate, sealed envelopes no later than 16 November 2018.

Interested and eligible consultancy firms may collect Terms of reference (TOR), including Scope of Work prepared for this purpose for free from 9:00 AM to 12:00 AM or from 2:00 PM to 4:00 PM during November 05-
