IHI Ethiopia project would like to invite suppliers who are able to provide rental vehicles

TERMS OF REFERENCE (TOR)

FOR RENTAL VEHICLES BID PROCESS

1.         BACKGROUND

Currently, IHI Ethiopia project would like to invite suppliers who are able to provide rental vehicles as per this TOR and sign a one-year service agreement for IHI’s operation sites including Addis Ababa, Tigray, Afar, Amhara, Oromia and SNNP Regions and respective cities and remote area woredas.

2.         EXPECTATIONS FROM BIDDERS

2.1       Bidder should able to provide the following vehicle types for the operations of the office both in Addis Ababa and field sites. The followings are the types of vehicle we need for our projects:

•           Toyota 105 Landcruiser

•           Toyota Mark II Landcruiser

•           Toyota High roof mini bus

•           Toyota corolla Executive

2.2       Bidder should submit their pricerate before VAT for the type of vehicles mentioned above for the usage in Addis Ababa and out of Addis Ababa separately.

2.3       For vehicles that will be assigned at its field sites, Bidders should provide from our respective field offices as it is IHI policy not to pay any travel rent and fuel for the vehicles that will be assigned from Addis Ababa including any return trip to Addis Ababa without job order given from the organization.

2.4       Bidders should be purely engaged in car rental service and need  attach their business licenses and TIN certificate

2.5       Bidders should attach their company profile along with their active and/or previous clients recommendation letters.

2.6       Bidders must agree to lease the vehicle in excellent condition with comprehensive insurance coverage and should provide a copy to IHI during rental process

2.7       Bidders should agree to cover the salary and allowance for the driver who is assigned to drive the vehicles.

3.         EVALUATION

3.1       Bidder should summit their technical and financial proposals separately.

On their technical proposal, it is a must to provide the following supporting documents;

•           Company profile

•           Business licence and TIN certificate

•           Lists their current and past clients list as well as their contact for reference

•           Recommendation letters from past and existing clients

      For financial proposal, bidders should submit a separate payment for the type of vehicles mentioned above for the usage in Addis Ababa and out of Addis Ababa separately by the organization.

3.2 The evaluation of bidders will be out of 100% and it is calculated in the following form:

•           60% for the financial proposal,

•           40% for the Technical proposal, which include the followings;

o          Past/current work history,

o          completeness of bid documents requested in this TOR

o          Recommendations from past and exiting clients

4.         HOW TO APPLY FOR THE BID PROCESS

Bidder should   strictly follow the following remarks for application;

•           Bid proposal need to be submitted with Sealed and stamped envelope.

•           Applications should be only from Monday October 1-10 ,2018 5:00PM and late submission of application will not be accepted.
