CARE International is a leading humanitarian organization fighting global poverty. CARE places special focus on working alongside poor women and girls because, equipped with the proper resources, women have the power to help whole families and entire communities escape poverty. CARE has been working in Ethiopia for more than 30years. Livelihood for Resilience is the second phase of the Graduation for Resilience to Achieve Sustainable Development (GRAD) project. This project is part of the U.S. Government’s global hunger and food security initiative designed to reduce food insecurity and increase resil­ience for households under the Government of Ethiopia’s Productive Safety Net Pro­gram (PSNP) now is in its fourth phase and called PSNP4. The Livelihoods for Resilience Activity supports Productive Safety Net Program (PSNP) households to build resilient livelihoods with improved food and nutrition security, even in the face of shocks and stresses. The project works in support of the livelihoods component of the Government’s PSNP, and targets PSNP households in 27 woredas of Amhara, SNNP, and Tigray regions, with the aim of enabling 97,900 households to graduate with resilience from the PSNP.

CARE has conducted a series of formal and informal conversations with digital financial service (DFS) providers and potential micro-finance institutions (MFI) partners regarding potential joint testing and learning. Livelihoods for Resilience now would like to conduct a more rigorous market assessment of both demand and supply sides. We are therefore seeking appropriate consulting services from an Individual, a senior staff member of a consulting firm who will jointly be working with an International consultant hired by CARE. The purpose for this consultancy is to assess the supply and demand for digital financial services/solutions especially in regard to target groups including women, the poor, youth and rural populations belonging to VESA groups. The study will appraise market gaps, service weaknesses, opportunities and strategies to scale up formal financial products through the use of DFS for savings deposits, loan repayments, insurance, payment services, etc.

Required competences

  1. SignificantpriorexperiencewithconductingsimilarassignmentsinEthiopia;
  2. Demonstrated familiarity with digital financial services and financial inclusion in genera;
  3. A Master’s or higher in finance, economics, or other relevant field.
  4. Fluency in Amharic. Good report writing and communications skills in English.
