Mahibere Hiwot for social Development (MSD) was established in 1999 as an Anti-AIDS youth club in Gondar town by few volunteer youth who were concerned and hence aspired to contribute their part in the national effort to combat the spread. It is this strong motive of the youth accompanied with their strong commitment which helped MSD to register as a formal association in March 2002 by the Justice department of Gondar town administration.  Two years from then, in July 2004,  MSD has been registered as a local NGO by the Ministry of Justice followed by re-registration as an Ethiopian Resident Charity with a name ‘Mahibere Hiwot Reproductive Health and Social Development Organization’ in 2009 by the Civil Society Agency. Having its current name since November 2012, MSD is functioning as a not – for – profit, non – partisan local NGO committed to work closely with the local communities in Ethiopia. With the mandate to operate in three regional states of Amhara, Addis Ababa and Tigray, MSD head quarter is located in Addis Ababa.

Currently, MSD request for expression of interest for qualified firms on salary scale survey with organizational structure, ADS 595 Audit and Consult on IPSAS implementation.

  1. Request for salary scale survey with organizational structure

 

Activity: Produce document on salary scale, grade and benefit package that suit for MSD.

Types of contract: Fixed time based on individual firm quotation

Durationcontract: One month

Due to the current inflation in the country, the organization management has decided to revise the existing salary scales, job grade and related benefit packages. Therefore, this is a call for Expression of Interest directed for Consultancy firms who has the capacity to conduct Job grade, description, Salary and Benefits Package Study for our organization. To this end, the firm will recommend MSD the way forward for salary scale and benefit package, job title, descriptions, grades, and other related indicators for MSD.

Duties and Responsibilities:

  • Define a fair, equitable and competitive total compensation and benefits package that fits and aligned to MSDs strategy and goals.
  • Develop a consistent compensation philosophy in line with work culture and organizational objectives.
  • Assess employee’s needs by conducting organizational psychology surveys to find out what motivates and engages employees.
  • Ensure that compensation practices are in compliance with current legislation (pay equity, human rights, etc)
  • Use various methods, techniques and make data based decisions on direct financial, indirect financial and nonfinancial compensations
  • Prepare job descriptions, analysis, evaluations, classifications and grading
  • Participate in salary and labour market surveys to determine prevailing pay rates and benefits.
  • Differentiate pay systems to invest in the segments of workforce that contribute the most value
  • Firms must showcase proven resourcefulness; demonstrate verbal and written communication in English.
  • Complete the contract and deliver the report within the time frame set out above

Qualification:

  • Qualified participant proof a minimum of 6 years of work experience preferable in NGOs sector.
  1. ADS 595 audit service

Activity: Conduct ADS 595 audit service for USAID funded project

Types of contract: Fixed time based on qualified firm quotation for the audit service

Duration of contract: 1 month and two weeks

Currently, MSD is implementing different project funded by USAID government and now our organization qualified to conduct ADS 595 audit for those projects. Hence, we call for expiration of interest for qualified audit firms on ADS 595 audit.

Duties and Responsibilities of audit firm:

  • Conduct the audit as per ADS 595 audit standards and requirements issued by USAID
  • Accomplish the work within a time frame set out above
  • Provide four copies of the audit report for MSD

Qualifications: 

  • The applicant must be among qualified audit firm for ADS 595 audit by USAID and show a testimony of previous work experience in the area.
  1. IPSAS (International public sector accounting standards) implementation 

Activity: Conduct IPSAS implementation

Types of contract: Fixed time based on qualified firm quotation and qualification

Duration of contract: for six month from September 2018 to February, 2018.

According to Financial Reporting Proclamation No. 847/2014 all reporting entities need to produce a financial statement we international public sector accounting standards. As a reporting entity, as of January 1, 2019 it is anticipated that MSD should use and comply with IPSAS accounting and reporting standards in producing yearend financial statement.

Hence, MSD is in the process of transition from accounting and financial reporting under modified accrual bases to International Public Sector Accounting Standards (IPSAS) framework. This will necessitate changes to existing accounting system.

Therefore,MSD is issuing a solicitation on the provision of consultancy and project support for the implementation of IPSAS (International Public Sector Accounting Standards). In this connection, the MSD is requesting expressions of interest from qualified firms.

Duties and Responsibilities of the firm:

  • Conducted analysis of current organization business processes and identified areas where changes are required as a result of IPSAS implementation.
  • Enable MSD to maintain IPSAS compliant accounting and financial records and produce IPSAS compliant financial statements in a timely manner.
  • Produced integrating requirements arising from Financial Regulations and Rules and accounting policies, detailing revised posting schemes, proposed work procedures revision and translation into technical requirements supported by consultation and recommendation.
  • Advise the organization in asset valuation if needed and recommend essay resort
  • Conduct other related activities that directly or indirectly related to IPSAS implementation

Qualifications:

  • The proposer must show a testimony of previous work on implementations of IPSAS in general and asset evaluation for non – governmental organization in particular.
