COMPONENT 3: ROAD SAFETY AND INSTITUTIONAL DEVELOPMENT SUPPORT TO THE TRANSPORT SECTOR
The Government of the Federal Democratic Republic of Ethiopia will receive financing from the World Bank towards the cost of the Expressway Development Support Project (P148850) Component 3: Road Safety and Institutional Development Support to the Transport Sector and intends to apply part of the proceeds for the procurement of an individual financial management consultant. The service is to contribute to the overall objective of Component 3: road safety and institutional development support to the transport sector.
Road Safety and Institutional Development Support to the Transport Sector is one of the three components of the Expressway Development Support Project aimed to provide, through its sub-components 3(a), support to the implementation of the Road Safety through “the Safe System” approach, and 3(b), support to strengthen the policy, planning and monitoring functions of MoT.
Hence, to carry out the procurement and financial management activities of Component 3 of the Project a project implementation unit (PIU) will be established and the support to the implementation of the Safe System approach under this project will focus on:
i. Strengthening the capacity of National Road Safety Council (NRSC) secretariat under the Ministry of Transport (MoT), and
ii. Piloting enhanced enforcement of road safety and post impact care focusing on selected accident-prone corridors, involving the Bureau of Transport, Health and Police Commission.
2. Project Development Objective (PDO)
The overall objective of the Project is to enhance efficiency and safety in the movement of goods and people along the Zeway-Arsi Negele part of the Modjo-Hawassa development corridor, whilst strengthening the Recipient’s institutional capacity to develop and manage expressways development and management of institutional capacity.
3. Scope of the work includes the following but not limited to: -
The Financial Management Consultant is broadly responsible for the overall Financial Management arrangements of Component 3 and will ensure the maintenance of sound arrangements throughout the life of the project that are consistent with all project documents; and also, is responsible for the day to day accounting transactions and will work closely with the PIU Coordinator and MoT Procurement, Finance and Property Administration Process.
a. The Individual Consultant will be the focal person responsible for FM aspects and provide the guidance to the financial management issues by: (i) ensuring the availability of resources (inputs); (ii) planning/budgeting and budget monitoring; (iii) accounting and recording functions including maintaining books of accounts; (iv) supporting internal control procedures;(v) preparing monthly, quarterly, semi-annual, year-end and interim financial reports; and (vi) ensuring adequate fund flow from IDA to the MoT for the implementation of the project Component,(vii) ensuring financial statements are available for external audit.
b. The Individual Consultant will:(i) assist the various teams visiting the PIU, FM supervisors, and other higher level finance officers; (ii)liaise with different stakeholders; (iii) handover reports and action plans if he/she is absent from the office for more than 3 days; (iii) deliver on-the-job trainings; (iv) ensure timely replenishments are made to the Component and the required funds are received from IDA; and (v) ensure that appropriate actions are taken as per the recommendations of the financial management supervision reports or reviews. 5. Terms & Conditions
Contract: One-year contract, with a possible extension every year during the life time of the project subject to satisfactory performance. The Financial Management Consultant reports to the PIU coordinator.
Start date: Immediate availability is essential
Remuneration: Dependent on qualifications and experience (negotiable)
